MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the design, implementation and continuous improvement of MEAL systems for the ECHO project in Mantapala Refugee Settlement, Zambia. The role ensures real‑time data collection, rigorous analysis, timely reporting and strong community accountability in a complex humanitarian environment.

Key responsibilities

• Develop and operationalise the project MEAL plan, Indicator Tracking Table and ECHO‑aligned reporting frameworks.
• Design context‑appropriate data collection tools for health, nutrition, WASH and cash interventions, integrating gender, protection, accountability and inclusion indicators.
• Support digital data collection using Kobo Toolbox, ODK or CommCare and ensure data quality through monitoring and verification.
• Coordinate baseline surveys, routine monitoring, and end‑line evaluations.
• Supervise enumerators and field data collectors, providing training and performance feedback.
• Prepare regular analytical reports for the MEAL Manager, project coordinator and external partners.
• Engage with community leaders, camp management, health facilities and partner organisations to facilitate feedback mechanisms and complaint response.

Required profile

• Willingness to travel up to 60% within the settlement and host communities.
• Ability to work closely with multidisciplinary program teams and external stakeholders.
• Strong analytical mindset and attention to detail.
