About the role
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the design, implementation and continuous improvement of MEAL systems for the ECHO project in Mantapala Refugee Settlement. The role ensures real‑time data collection, rigorous analysis, timely reporting and strong community accountability, supporting adaptive management in a resource‑constrained humanitarian setting.
Key responsibilities
- Develop and operationalise the project MEAL plan, Indicator Tracking Table (ITT) and ECHO‑aligned reporting frameworks.
- Design context‑appropriate data collection tools for health, nutrition, WASH and cash interventions.
- Integrate gender, protection, accountability and inclusion indicators into all monitoring activities.
- Support digital data collection using Kobo Toolbox, ODK or CommCare and ensure data quality through monitoring and verification.
- Coordinate baseline surveys, routine monitoring, mid‑term and end‑line evaluations.
- Supervise enumerators and field data collectors, providing training and performance feedback.
- Analyse data, produce regular reports for internal and external stakeholders and contribute to learning workshops.
- Engage with community leaders, camp management and health facility staff to ensure accountability and respond to feedback.
Required profile
- University degree in public health, social sciences, international development or a related field.
- Proven experience in monitoring and evaluation within humanitarian or development programmes.
- Ability to travel up to 60 % of the time within the settlement and host communities.
- Strong analytical mindset and capacity to work under tight deadlines.
- Excellent communication skills in English and ability to work collaboratively with multidisciplinary teams.
