Procurement Agent Manager / Senior Procurement Specialist – Zambia

About the role

Creative Associates International is seeking experienced procurement professionals to support the MCC‑funded MCA Zambia II Compact program. The role will provide strategic and operational procurement leadership across four major projects, ensuring compliance with MCC Procurement Policy and donor requirements.

Key responsibilities

• Lead and manage procurement activities in line with MCC Procurement Policy and the MCA Zambia procurement manual.
• Develop and implement procurement plans, schedules, and strategies for goods, works, consulting and non‑consulting services.
• Prepare and review solicitation documents, RFPs, bidding packages, evaluation reports and contract award recommendations.
• Ensure procurement processes are transparent, fair, and fully compliant with donor guidelines.
• Advise stakeholders on procurement approaches, risk mitigation and best practices.
• Support contract administration, including amendments, performance monitoring and close‑out.
• Coordinate with government counterparts, implementing entities, technical teams, legal advisors and donor representatives.

Required profile

• Proven experience in procurement management, preferably in donor‑funded or large‑scale development projects.
• Strong knowledge of MCC Procurement Policy and international procurement best practices.
• Ability to lead teams, build capacity and provide strategic guidance.
• Excellent analytical and communication skills.
