Consultancy – Anti-Stigma & Discrimination Toolkit Development (Zambia)

About the role

UNICEF is seeking a consultant to design an anti‑stigma and anti‑discrimination toolkit for persons with disabilities in Zambia. The assignment will run for 17 working days and will be based in Lusaka, working closely with government bodies, organisations of persons with disabilities, UN agencies, media and civil‑society partners.

Key responsibilities

• Review international and Zambian literature on stigma, discrimination and disability rights.
• Co‑create practical guidance with organisations of persons with disabilities (ZAPD) and other key stakeholders.
• Develop a user‑friendly toolkit that addresses the needs of diverse disability groups and promotes inclusive terminology and etiquette.
• Provide recommendations for integrating the toolkit into existing advocacy and communication strategies.
• Deliver a final report and presentation to UNICEF and partner organisations.

Required profile

• Bachelor’s degree in Education, Health, Sociology, Community Development, Public Relations, Communications, Psychology or a related field.
• Minimum eight (8) years of professional experience in disability inclusion and rights.
• Proven experience analysing and addressing ableism, stigma and discrimination towards persons with disabilities.
• Demonstrated expertise in disability‑inclusive communication, including the use of inclusive terminology and respectful etiquette.

Required skills

• Strong research and analytical skills.
• Excellent written and verbal communication in English.
• Ability to facilitate co‑creation workshops with diverse stakeholder groups.
• Knowledge of Zambian disability policy landscape.
