Senior Policy Manager, Embedded Labs Program

About the role

The Senior Policy Manager will lead the next phase of growth for IPA’s Embedded Labs program, helping governments turn data into evidence‑based policy. Working closely with the Senior Director of Embedded Labs, the role bridges internal learning systems, external outreach, and on‑the‑ground lab support.

Key responsibilities

• Provide technical assistance and project‑management support to individual lab engagements from design through implementation.
• Lead monitoring, evaluation and learning (MEL) activities to assess progress, impact and develop best‑practice guidelines.
• Develop and deliver onboarding materials, trainings and knowledge‑management resources for Embedded Labs staff and partner teams.
• Produce public‑facing outputs such as case studies, toolkits and evidence reviews, and support communication strategies.
• Identify business‑development and fundraising opportunities, coordinate grant reporting and manage deliverables across labs.
• Organise and coordinate strategic events including summits, workshops, technical working groups and the annual Cross‑Country Learning Exchange.

Required profile

• Master’s degree in economics, development, international relations, public administration, public policy or a closely related field (or equivalent experience).
• At least 3 years of relevant experience in policy, program management or development work.
• Demonstrated ability to work collaboratively with government partners and multi‑disciplinary teams.
