Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the design, implementation, and continuous improvement of MEAL systems for the ECHO project in Mantapala Refugee Settlement. This role ensures real‑time data collection, rigorous analysis, timely reporting, and strong community accountability, supporting adaptive management in a complex humanitarian environment.

Key responsibilities

• Develop and operationalize the project MEAL plan, Indicator Tracking Table, and ECHO‑aligned reporting frameworks.
• Design context‑appropriate data collection tools for health, nutrition, WASH, and cash interventions.
• Integrate gender, protection, accountability, and inclusion indicators into all monitoring activities.
• Support digital data collection using Kobo Toolbox, ODK, or CommCare.
• Coordinate baseline surveys, routine monitoring, and quality assurance processes.
• Supervise enumerators and field data collectors, ensuring data quality and ethical standards.
• Engage with community leaders, camp management, and health facility staff to facilitate feedback mechanisms and complaint response.

Required profile

• Willingness to travel up to 60% within the settlement and host communities.
• Ability to work in a complex, resource‑constrained humanitarian setting.
