Project Officer – Environment, Climate, Agriculture & Trade

About the role

The European Union Delegation in Lusaka is seeking a Project Officer to support the Environment & Climate, Agriculture, Private Sector and Trade Section. Reporting to the Section Head, the officer will contribute to the design, implementation and monitoring of EU‑funded regional and bilateral programmes in Zambia and the wider Southern African region.

Key responsibilities

• Assist in the full project cycle management of EU‑funded programmes, from identification and appraisal to design and implementation.
• Prepare procurement documents, launch tenders or calls for proposals, draft contracts and ensure compliance with EU procurement rules.
• Coordinate with the Zambian Government, COMESA, DG INTPA and other EU Delegations to align programmes with the EU Multi‑annual Indicative Programme for Sub‑Saharan Africa.
• Monitor implementing partners, conduct field missions, attend management and steering committee meetings and produce regular reports.
• Support evaluation and monitoring activities, ensuring correct application of administrative, contractual and financial procedures.

Required profile

• Experience in managing EU‑funded projects or similar development programmes.
• Familiarity with procurement processes and EU procurement regulations.
• Ability to work closely with government agencies, regional bodies and international partners.
• Strong analytical and reporting skills, with willingness to travel for field missions.
• Excellent communication skills in English.
