Senior Public Health Data Security Advisor (Zambia)

About the role

The Senior Public Health Data Security Advisor will be embedded within the Zambia National Public Health Institute (ZNPHI) to lead the protection of sensitive public health data and digital systems. Reporting to the Director of Strategic Planning and Information Management, the advisor will ensure that ZNPHI’s data ecosystem complies with national and international security, privacy, and governance standards while supporting the One Health approach.

Key responsibilities

• Provide technical leadership to design, implement, and maintain robust data security and privacy frameworks for ZNPHI’s Public Health Surveillance and Information Management System (PHSIMS) and related platforms.
• Develop and enforce policies, procedures, and controls that safeguard public health data against unauthorized access, loss, or breach.
• Conduct risk assessments, vulnerability analyses, and incident response planning for infectious disease data streams.
• Collaborate with ZNPHI staff, government partners, and international stakeholders to align security practices with U.S. Executive Order directives and global standards.
• Deliver training and capacity‑building sessions on data protection, privacy, and governance for technical and non‑technical personnel.

Required profile

• Extensive experience in public health data management, digital health ecosystems, or related fields.
• Proven track record of leading data security and privacy initiatives in complex, multi‑stakeholder environments.
• Strong understanding of national and international health data regulations and standards.
• Excellent analytical, problem‑solving, and communication skills.
