WASH Technical Advisor – Operations & Maintenance

About the role

Splash is seeking a senior WASH Technical Advisor to lead Operations & Maintenance (O&M) for school water, sanitation and hygiene programs. This full‑time remote position will support the rollout of reliable daily WASH services in pilot cities across Ethiopia, Zambia and Malawi, and help shape future expansions.

Key responsibilities

• Translate Splash’s global O&M strategy into country‑specific action plans, tools, decision gates and guidance for pilot, delivery and exit phases.
• Partner with government agencies, utilities, maintenance providers and supply‑chain actors to establish financing, workforce and accountability systems before hand‑over.
• Provide technical oversight to ensure that school WASH infrastructure is maintained reliably after installation.
• Coordinate with country teams to integrate O&M activities into overall program workplans and monitor progress.
• Document lessons learned and develop scalable models for future city implementations.

Required profile

• Manager‑level experience in international development, preferably in WASH or related infrastructure sectors.
• Proven ability to work across systems‑level (government, utilities), service‑level (maintenance providers) and school‑level contexts.
• Strong analytical and planning skills, with experience designing implementation frameworks.
• Willingness to travel internationally and collaborate across multiple time zones.
