Zambia Country Consultant – Feasibility Study for ISA Programme

About the role

Chancen International is seeking a Zambia‑based consultant to lead the market‑intelligence and stakeholder‑engagement component of a feasibility study for launching an Income Share Agreement (ISA) student‑financing programme in Zambia. The consultant will work closely with the project team to assess education pathways, labour‑market demand, regulatory conditions and ecosystem partners.

Key responsibilities

• Conduct desk and field research on Zambia’s tertiary education and skills‑development landscape.
• Map and analyse financing pathways, employer demand and regulatory frameworks relevant to ISA models.
• Identify and engage key stakeholders – universities, vocational institutes, employers, government agencies, industry bodies – to validate assumptions and gather insights.
• Produce evidence‑based reports and recommendations on the feasibility, pilot design and risk mitigation for the ISA programme.
• Facilitate workshops and interviews to test hypotheses and build a robust evidence base.

Required profile

• Strong knowledge of Zambia’s education, skills development and labour‑market environment.
• Proven experience in market research, feasibility studies or consultancy within the education or finance sector.
• Excellent ability to navigate local regulatory contexts and build relationships with diverse stakeholder groups.
• Fluent in English; knowledge of local languages is a plus.
