Consultancy: Advocacy Manual for Disability Inclusion in Zambia

About the role

UNICEF is seeking a consultant to develop an advocacy manual that will guide persons with disabilities and Organisations of Persons with Disabilities (OPDs) in Zambia. The manual will support strategic advocacy, promote inclusion, and help realise the rights of persons with disabilities.

Key responsibilities

• Review and update the existing advocacy manual to ensure it is strategic, accessible, and user‑friendly.
• Incorporate national disability legislation, the CRPD and other relevant human‑rights frameworks.
• Collaborate with OPDs, government agencies, civil‑society partners and development partners to gather inputs.
• Produce clear, simplified content that translates legal and policy language into practical guidance.
• Deliver a final manual ready for dissemination to disability stakeholders across Zambia.

Required profile

• Master’s degree in communications, public relations, psychology, education, sociology or a related field.
• Minimum 8 years of experience in disability inclusion, disability rights, human rights, social inclusion or public policy.
• Proven experience working with OPDs, government institutions or development partners.
• Professional experience in Zambia or a comparable context; regional or international experience is an advantage.

Required skills

• Strong knowledge of disability rights and national disability legislation.
• Familiarity with the Convention on the Rights of Persons with Disabilities (CRPD) and related human‑rights frameworks.
• Ability to simplify legal, policy and technical content for diverse audiences.
