Information Technology Operations Officer (NOA)

About the role

The Information Technology Operations Officer reports to the Deputy Country Director and heads the Technology (TEC) unit, providing strategic, technical and operational leadership for ICT services across WFP Zambia. The incumbent ensures reliable, secure and cost-effective ICT services that support programme delivery, business operations and emergency response, and advises senior management on ICT priorities, digital transformation, business continuity and technology risks.

Key responsibilities

• Lead and manage the TEC unit, planning, coordinating and delivering ICT and telecommunications services.
• Supervise, coach and develop TEC staff, ensuring workload management and professional development.
• Advise senior management on ICT strategy, risks, resource needs and technology investments.
• Develop workplans, service improvement initiatives and performance monitoring mechanisms.
• Oversee ICT infrastructure, networks, end-user computing and collaboration platforms, and monitor, maintain and resolve incidents proactively.
• Implement ICT governance, cybersecurity, data protection and incident response, and lead business continuity and disaster recovery planning.
• Manage ICT budgets, assets, licenses, procurement and vendor performance.
• Support corporate systems such as SCOPE and beneficiary management, and maintain partnerships with telecom providers, government counterparts, UN agencies and NGOs.
• Promote digital solutions, coordinate ICT support for field operations and emergency response, and prepare management reports on ICT performance and risks.

Required profile

• Advanced university degree in computer science, information technology or another relevant technology field, or a first degree with two additional years of related work experience or training.
• At least one year of post-graduate professional experience in IT operations and service delivery, with increasing responsibility in a complex or field-based environment.
• Experience managing IT and telecommunications services at country office or decentralized-operation level.
