Senior Global Health Security Advisor

About the role

The Senior Global Health Security Advisor will provide strategic leadership and technical expertise to strengthen Zambia’s public‑health security infrastructure and emergency preparedness. Embedded within the Zambia National Public Health Institute and relevant government agencies, the Advisor will support the implementation of a five‑year U.S.–Zambia Memorandum of Understanding aimed at enhancing infectious‑disease surveillance, epidemic response, laboratory capacity and data systems.

Key responsibilities

• Lead technical support for preventing, detecting, and responding to infectious‑disease threats in Zambia.
• Coordinate and track implementation of the U.S.–Zambia MOU across four cooperation areas: surveillance, epidemic preparedness and response, laboratory systems, and data systems.
• Provide guidance to multisectoral Zambian government departments and agencies to improve outbreak response and health‑security coordination with the United States.
• Assist in developing and strengthening laboratory and data management capabilities to ensure timely, accurate public‑health information.
• Facilitate alignment of activities with U.S. Presidential Executive Orders and other relevant policy directives.

Required profile

• Extensive experience in global health security, infectious‑disease surveillance, and emergency response.
• Proven ability to work with national public‑health institutes and government stakeholders.
• Strong understanding of U.S. foreign‑policy frameworks related to health security.
• Demonstrated experience in coordinating multi‑agency, multi‑sectoral health initiatives.
• Willingness to embed within Zambian government structures for the duration of the project.
