Senior MEAL Officer – Monitoring, Evaluation & Learning

About the role

The Senior MEAL Officer will provide expert technical leadership for the ECHO‑funded project in Mantapala Refugee Settlement, ensuring that monitoring, evaluation, accountability and learning systems generate high‑quality evidence and drive adaptive management.

Key responsibilities

• Design and oversee MEAL systems that meet ECHO compliance standards.
• Conduct advanced data analysis and produce high‑level reports, evaluations, and learning agendas.
• Provide technical support to the Crisis Modifier mechanism.
• Mentor and supervise MEAL officers and enumerators, building capacity across the team.
• Collaborate with project managers, sector coordinators, and external partners (UN agencies, INGOs) to harmonise MEAL approaches.
• Advise senior management on MEAL strategy, findings, and recommendations.

Required profile

• Extensive experience in MEAL within humanitarian or development contexts.
• Proven ability to lead system design, data analysis, and complex evaluations.
• Strong track record of capacity building and mentorship of MEAL staff.
• Excellent communication skills to translate data into actionable program improvements.
