Senior Public Health Data Security Advisor (Zambia)

About the role

The Senior Public Health Data Security Advisor will provide technical leadership to secure the Zambia National Public Health Institute’s (ZNPHI) digital health ecosystem, including the Public Health Surveillance and Information Management System (PHSIMS). Working onsite in Zambia, the advisor will align security activities with U.S. Presidential Executive Order directives and report to the Director of Strategic Planning and Information Management.

Key responsibilities

• Design, implement, and maintain data security, privacy, and governance frameworks for ZNPHI systems.
• Conduct risk assessments, vulnerability analyses, and compliance reviews against national and international standards.
• Develop and lead incident‑response plans for data breaches and cyber‑threats.
• Coordinate security measures across the One Health data ecosystem (human, animal, environmental health).
• Provide guidance on preventing, detecting, and responding to infectious‑disease data threats.
• Document security policies, procedures, and training materials for staff.

Required profile

• Extensive experience in public‑health data security and privacy.
• Familiarity with government or international health programs and the U.S. EO security directives.
• Proven ability to work onsite in a low‑resource environment and collaborate with multi‑disciplinary teams.
