Program Officer, HIV Testing Services (HTS)

About the role

The Program Officer, HIV Testing Services (HTS) will lead the rapid scale‑up of HIV self‑testing (HIVST) in Zambia. Working within the Clinton Health Access Initiative (CHAI) team, the officer will support the Ministry of Health to expand access, strengthen supply chains and integrate private‑sector partners while ensuring evidence‑driven decision‑making.

Key responsibilities

• Design and implement strategies to increase HIVST coverage across target populations.
• Coordinate supply‑chain activities, including forecasting, procurement and distribution of low‑cost test kits.
• Engage private‑sector actors and community partners to diversify delivery models.
• Collect, analyse and report programme data to inform policy and resource allocation.
• Provide technical assistance to Ministry of Health officials and local implementing partners.
• Monitor programme performance against 95‑95‑95 targets and adjust interventions as needed.

Required profile

• University degree in public health, health systems, epidemiology or a related field.
• Demonstrated experience managing HIV or other infectious‑disease programmes in low‑ and middle‑income settings.
• Strong understanding of Zambia’s health system and HIV response.
• Excellent stakeholder‑engagement and communication skills.
