Consultant – Advocacy Manual for Disability Inclusion in Zambia

About the role

UNICEF is seeking an experienced consultant to develop a practical advocacy manual that will guide persons with disabilities and Organisations of Persons with Disabilities (OPDs) in Zambia. The manual will support strategic advocacy, promote inclusion, and help realise the rights of persons with disabilities.

Key responsibilities

• Review and update the existing advocacy manual to ensure it is strategic, accessible, and user‑friendly.
• Incorporate national disability legislation, the CRPD and other relevant human‑rights frameworks.
• Simplify legal, policy and technical content for a non‑technical audience.
• Engage with OPDs, government institutions and development partners to validate content.
• Produce a final, printable and digital version of the manual.

Required profile

• Master’s degree in communications, public relations, psychology, education, sociology or a related field.
• Minimum 8 years of experience in disability inclusion, disability rights, human rights, social inclusion or public policy.
• Demonstrated experience working with OPDs, government bodies or civil‑society organisations.
• Professional experience in Zambia or a comparable context; regional or international experience is an advantage.

Required skills

• Strong knowledge of disability rights, national disability legislation, the CRPD and related human‑rights frameworks.
• Ability to translate complex legal and policy material into clear, actionable guidance.
