MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the design, implementation and continuous improvement of MEAL systems for the ECHO project in Mantapala Refugee Settlement, ensuring real‑time data collection, rigorous analysis and strong community accountability.

Key responsibilities

• Develop and operationalize the project MEAL plan, indicator tracking table and reporting frameworks aligned with ECHO requirements.
• Design context‑appropriate data collection tools for health, nutrition, WASH and cash interventions, integrating gender, protection, accountability and inclusion indicators.
• Support digital data collection using Kobo Toolbox, ODK or CommCare and ensure data quality through monitoring and verification activities.
• Coordinate baseline surveys, routine monitoring, and rapid assessments, and produce timely analysis and reports for program management.
• Supervise enumerators and field data collectors, providing training and oversight.
• Collaborate with health, nutrition, WASH, cash & livelihoods teams and with community leaders, camp management and local authorities.
• Facilitate community feedback mechanisms and complaint response channels to ensure accountability.
• Travel up to 60 % of the time within Mantapala Refugee Settlement and host communities.

Required profile

• Demonstrated experience designing and implementing MEAL systems in humanitarian or development contexts.
• Willingness and ability to travel extensively within the settlement and surrounding areas.
