MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will design, implement and continuously improve the MEAL system for the ECHO project in Mantapala Refugee Settlement, Zambia. Working closely with program teams, the officer ensures real‑time data collection, rigorous analysis, timely reporting and strong community accountability in a resource‑constrained humanitarian environment.

Key responsibilities

• Develop and operationalise the project MEAL plan, Indicator Tracking Table and ECHO‑aligned reporting frameworks.
• Design context‑appropriate data collection tools for health, nutrition, WASH and cash interventions.
• Integrate gender, protection, accountability and inclusion indicators into all monitoring activities.
• Support digital data collection using Kobo Toolbox, ODK or CommCare and ensure data quality through monitoring and verification.
• Coordinate baseline, mid‑term and end‑line surveys and supervise enumerators and field data collectors.
• Liaise with community feedback mechanisms, camp management, local authorities and partner organisations.

Required profile

• Proven experience in monitoring and evaluation within humanitarian or development projects.
• Ability to travel up to 60 % within the settlement and host communities.
• Experience supervising field data collectors and coordinating with multi‑sectoral teams.
• Strong understanding of gender, protection, accountability and inclusion principles.
