About the role
The Regulatory & Public Policy Manager will lead the development and execution of regulatory, public‑policy and excise‑tax strategies for the Zambian market. This strategic position works closely with corporate affairs, government‑relations and commercial teams to deliver KPI‑based outcomes and mitigate policy risks.
Key responsibilities
- Project‑manage the public‑policy and tax‑optimization programme, ensuring delivery against the project plan and KPI targets.
- Oversee the Greater Africa excise‑tax optimisation project, including data analysis, reporting and stakeholder coordination.
- Partner with Zone/BU government‑affairs and commercial teams to implement excise‑tax optimisation deliverables.
- Lead and motivate a direct team that formulates regulatory and public‑policy positions on alcohol regulation, fiscal differentiation, socio‑economic impact, sustainability and illicit‑alcohol initiatives.
- Prepare advocacy materials, briefing documents and coordinate interactions with policymakers, regulators and third parties.
- Act as subject‑matter expert on the Alcohol Levy Act, country alcohol regulations, illicit‑alcohol and fiscal‑marking matters.
- Support educational programmes and develop content on sector economics and enforcement initiatives.
- Design and pilot an illicit‑alcohol framework plan focused on beer differentiation.
- Build and maintain strong relationships with government agencies to enhance ABI’s reputation as a trusted partner.
Required profile
- Deep understanding of regulatory processes and a proven record of successful advocacy campaigns.
- Excellent project‑management capabilities with the ability to influence stakeholders at all levels.
- Strong relationship‑building skills across industry, government and internal functions.
- Technical knowledge of Zambian regulatory and tax policies is a distinct advantage.
