Manager SI – Software Engineering

About the role

The incumbent will report to the Head of Strategic Information – Software Engineering and will provide strategic and technical leadership for the design, development, integration, deployment and continuous improvement of software applications within the Ministry of Health and its partners in Zambia.

Key responsibilities

• Define and enforce engineering standards, coding standards, architecture principles and development procedures.
• Oversee the full software development lifecycle, including requirements, design, testing, security review, release and maintenance.
• Promote automated testing, peer code review, source control and CI/CD while managing defects and technical debt.
• Provide architectural oversight for new systems, integrations and APIs, ensuring scalability, maintainability and use of recognised interoperability standards.
• Supervise, mentor and develop the engineering team, set workplans and monitor performance.
• Support budgeting, workforce planning and technical evaluation of vendors, platforms and tools.

Required profile

• Bachelor’s degree in Computer Science, Software Engineering, Information Systems, Computer Engineering or related discipline; postgraduate degree is an advantage.
• At least seven years of progressively responsible software‑development experience, including enterprise or large‑scale web‑based systems.
• Minimum three years of technical leadership, team supervision or engineering management experience.
• Experience developing or supporting electronic health records or national health‑information systems and familiarity with health interoperability standards such as HL7 FHIR.

Required skills

• Software architecture and design.
• Object‑oriented and web development using C#, Java, Kotlin, JavaScript/TypeScript and React.
• REST APIs, distributed systems and SQL/relational databases.
• Version control with Git, automated testing, CI/CD pipelines and containerisation.
• Secure development practices and interoperability standards (e.g., HL7 FHIR).
