About the role
The Clinton Health Access Initiative (CHAI) is seeking a full‑time Program Manager to lead the development of a sustainable medical oxygen ecosystem in Zambia. Based in Lusaka, the incumbent will work closely with the Ministry of Health, ZAMMSA, health facilities and partners to transition emergency‑era oxygen investments into routine, government‑owned services.
Key responsibilities
- Oversee planning and execution of the Oxygen Program cluster activities in alignment with the National Medical Oxygen Strategic Plan.
- Lead stakeholder engagements to assess oxygen needs, quantify demand and inform procurement of oxygen, accessories and infrastructure.
- Coordinate with MoH departments to integrate oxygen services across newborn, maternal, surgical and chronic disease care.
- Strengthen technical capacity at ministry and facility levels for oxygen quantification, operation and preventive maintenance.
- Develop and implement quality‑control and assurance systems for medical oxygen per WHO/UNICEF specifications.
- Advocate for government budget lines, facilitate transition of financing from donor‑led to government‑led mechanisms, and support bulk supply and storage solutions.
Required profile
- Based in Lusaka, Zambia and able to work on‑site at the CHAI office.
- Reports to the Associate Director, Health Systems Strengthening.
- Demonstrated ability to work closely with the Ministry of Health and multi‑sectoral partners.
Required skills
- Oxygen demand quantification and forecasting.
- Medical gas pipeline system installation and maintenance.
- Quality assurance for medical oxygen (WHO/UNICEF technical specifications).
- Health systems strengthening and program coordination.
