Senior Monitoring and Evaluation Advisor – Global Health Security (GHS)

About the role

The Senior Monitoring and Evaluation (M&E) Advisor will design, implement, and oversee robust M&E systems for global health security programs in Zambia. Working from the Zambia National Public Health Institute (ZNPHI), the Advisor will support both ZNPHI and relevant multisectoral government agencies to ensure effective monitoring of lifesaving interventions.

Key responsibilities

• Build M&E capacity among ZNPHI staff and implementing partners.
• Provide technical assistance on data collection, quality assurance, and analysis for GHS programs.
• Integrate M&E processes into routine program planning and implementation.
• Support quantitative and qualitative data analysis to assess program effectiveness.
• Coordinate with the US Embassy Lusaka Health Coordination Office and report on progress weekly and monthly.
• Ensure alignment with U.S. Presidential Executive Order directives for humanitarian assistance.

Required profile

• Extensive experience in monitoring and evaluation within global health or public health programs.
• Proven ability to work with government institutions and international partners.
• Strong analytical mindset and experience in capacity‑building initiatives.
• Excellent communication skills for reporting to senior stakeholders.
