Senior Monitoring and Evaluation Advisor – Global Health Security (GHS)

About the role

The Senior Monitoring and Evaluation (M&E) Advisor will lead the design, implementation and oversight of robust M&E systems for Global Health Security programs in Zambia. Based at the Zambia National Public Health Institute, the advisor will work closely with ZNPHI, multisectoral government agencies and the U.S. Embassy health coordination team.

Key responsibilities

• Develop and maintain comprehensive M&E frameworks to assess the effectiveness of health security interventions.
• Provide technical assistance and capacity‑building support to ZNPHI staff and implementing partners.
• Integrate M&E processes into routine program planning, implementation and reporting.
• Oversee data collection, quality assurance and data management activities.
• Conduct quantitative and qualitative analysis of program data and produce actionable insights.
• Report findings weekly and monthly to the ZNPHI Director of Strategic Planning and the U.S. Embassy Senior Public Health Advisor.

Required profile

• Senior‑level experience in monitoring and evaluation within public health or global health security contexts.
• Proven ability to work with government institutions and international partners.
• Strong analytical mindset with experience in both quantitative and qualitative data analysis.
• Excellent communication skills for presenting findings to diverse stakeholders.
