Senior Monitoring & Evaluation Advisor – Global Health Security (Zambia)

About the role

The Senior Monitoring and Evaluation Advisor will design, implement and oversee monitoring and evaluation (M&E) systems for global health security programmes in Zambia. Based at the Zambia National Public Health Institute, the Advisor will work closely with ZNPHI staff, multisectoral government agencies and the U.S. Embassy health coordination office.

Key responsibilities

• Build M&E capacity among ZNPHI staff and implementing partners.
• Provide technical assistance to Global Health Security programme teams on data collection, quality assurance and analysis.
• Integrate M&E processes into routine programme planning and implementation.
• Support data management, ensuring accuracy, reliability and timely reporting.
• Coordinate with the Director‑Strategic Planning and Information Management at ZNPHI and the Senior Public Health Advisor at the U.S. Embassy on a weekly and monthly basis.

Required profile

• Senior‑level professional with experience in monitoring and evaluation of health programmes.
• Demonstrated ability to work within national public health institutes and with international partners.
• Willingness to embed within ZNPHI and align activities with U.S. Presidential Executive Order directives.
