Consultant – Zambia HRH Strategic Plan 2027‑2031

About the role

Seed Global Health is seeking an experienced consultant to lead the development of Zambia’s National Human Resources for Health (HRH) Strategic Plan for 2027‑2031. The consultant will work closely with the Ministry of Health, providing technical leadership and hands‑on support throughout the planning, costing, validation and finalisation phases.

Key responsibilities

• Lead the design and drafting of the HRH Strategic Plan, aligning with national health objectives.
• Conduct costing and resource allocation analyses to ensure financial feasibility.
• Facilitate stakeholder consultations, gather data, and incorporate feedback into the plan.
• Validate the draft plan with Ministry officials and adjust based on review outcomes.
• Prepare final documentation, including implementation and monitoring frameworks.

Required profile

• Advanced degree in public health, health systems, or related field.
• Proven experience in health workforce planning and strategic plan development.
• Demonstrated ability to work with government ministries and international partners.
• Strong analytical and report‑writing skills.
