Monitoring, Evaluation, Accountability & Learning (MEAL) Officer

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will design, implement and continuously improve the MEAL system for the ECHO project in Mantapala Refugee Settlement. Working closely with program teams, the officer will ensure real‑time data collection, rigorous analysis and timely reporting to support adaptive management in a resource‑constrained humanitarian environment.

Key responsibilities

• Develop and operationalise the project MEAL plan, Indicator Tracking Table and ECHO‑aligned reporting frameworks.
• Design context‑appropriate data collection tools for health, nutrition, WASH and cash interventions, integrating gender, protection, accountability and inclusion indicators.
• Support digital data collection using Kobo Toolbox, ODK or CommCare and ensure data quality through monitoring and verification activities.
• Coordinate baseline surveys, routine monitoring, data analysis and the production of regular reports for internal and external stakeholders.
• Supervise enumerators and field data collectors, providing training and performance feedback.
• Liaise with community leaders, camp management, health facilities, partner organisations and local authorities to ensure community accountability and effective complaint response.
• Travel up to 60 % within the settlement and host communities to oversee field activities.

Required profile

• Demonstrated experience designing and managing MEAL systems in humanitarian or development contexts.
• Ability to travel extensively within the settlement and host communities.
• Strong analytical skills and experience producing evidence‑based reports for donors and partners.
• Familiarity with gender, protection, accountability and inclusion monitoring frameworks.
• Experience supervising field data collection teams.
