Project Officer – Environment, Climate, Agriculture & Trade

About the role

The European Union Delegation in Lusaka is seeking a Project Officer to support the Environment & Climate, Agriculture, Private Sector and Trade Section. The role involves managing EU‑funded regional and bilateral programmes, ensuring effective implementation and close cooperation with Zambian authorities and regional partners.

Key responsibilities

• Contribute to the full project cycle management of EU‑funded programmes, from identification and design to appraisal.
• Coordinate with the Government of Zambia, COMESA, DG INTPA and other EU Delegations on programme formulation.
• Manage procurement processes, including drafting terms of reference, launching tenders, and preparing contracts.
• Oversee implementation of projects, attend management and steering committee meetings, and supervise implementing partners.
• Monitor project activities on the ground, conduct field missions, and ensure compliance with administrative, contractual and financial procedures.
• Prepare reports on observations, findings and recommendations for project evaluation and monitoring.

Required profile

• Proven experience in managing EU‑funded or similar development projects.
• Familiarity with procurement rules and contractual procedures.
• Ability to work closely with government bodies, regional organisations and implementing partners.
• Willingness to travel for field missions and attend stakeholder meetings.
