Project Technical Coordinator

About the role

The Zambia Environmental Management Agency (ZEMA) is seeking a Project Technical Coordinator to lead the implementation of the “Supporting the shift to electric mobility in the Republic of Zambia” (e‑mobility) project. The role provides overall leadership, coordination and technical guidance to ensure the project delivers sustainable, low‑carbon and gender‑responsive mobility solutions.

Key responsibilities

• Manage day‑to‑day operations of the e‑mobility project, ensuring alignment with objectives, timelines and budgets.
• Coordinate implementation with ministries, national agencies, private‑sector partners, NGOs and development partners.
• Oversee financial management, including annual budget preparation, tracking and reporting.
• Organise inception, stakeholder and Project Steering Committee meetings and act as Secretary to the PSC.
• Supervise consultants, subcontractors and technical working groups.
• Prepare and submit progress, financial and audit reports, and the final project report.
• Develop Terms of Reference for consultants and partners, and ensure technical quality of all deliverables.
• Identify and manage technical, environmental and social risks, updating mitigation plans as needed.
• Oversee implementation of environmental and social safeguard measures, grievance redress and stakeholder engagement.
• Review and update safeguard and gender action plans bi‑annually.

Required profile

• Zambian citizenship.
• Relevant qualifications and proven experience in project coordination, preferably in environmental or sustainable mobility initiatives.
• Ability to work with multiple stakeholders including government, UN agencies, private sector and civil society.
