Senior MEAL Officer – ECHO Project

About the role

Action Against Hunger is seeking a Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to lead the MEAL function for the ECHO‑funded project in Mantapala Refugee Settlement, Zambia. The role focuses on designing robust MEAL systems, analysing data, and turning findings into actionable improvements for refugees and host communities.

Key responsibilities

• Design, implement and oversee MEAL frameworks that meet ECHO compliance standards.
• Conduct advanced data analysis, produce high‑quality evidence, and ensure data are used for adaptive management.
• Lead complex evaluations, learning agendas and high‑level reporting for senior management and donors.
• Provide technical support to the Crisis Modifier mechanism and coordinate with partner INGOs and UN agencies on MEAL harmonisation.
• Mentor and supervise MEAL officers and enumerators, building capacity across the project team.
• Collaborate with health, nutrition, WASH, cash and livelihoods coordinators to integrate MEAL findings into program design.

Required profile

• University degree in social sciences, public health, statistics, international development or a related field.
• Minimum 5 years of progressive experience in MEAL within humanitarian or development programmes.
• Demonstrated experience managing MEAL for large‑scale, multi‑sector projects and donor reporting.
• Strong analytical mindset with ability to translate data into strategic recommendations.
• Excellent communication skills and experience working with UN agencies, INGOs and refugee camp management.
