Senior MEAL Officer – ECHO Project

About the role

The Senior MEAL Officer will provide technical leadership for the ECHO project in Mantapala Refugee Settlement, ensuring that monitoring, evaluation, accountability and learning systems generate high‑quality evidence and drive adaptive management. This senior role bridges data collection and decision‑making, mentors staff, and leads complex evaluations.

Key responsibilities

• Design and oversee MEAL systems that meet ECHO compliance standards.
• Conduct advanced data analysis and produce high‑level reports for senior management and donors.
• Lead the development and implementation of learning agendas and evaluation plans.
• Provide technical support to the Crisis Modifier mechanism.
• Mentor and supervise MEAL officers and enumerators, building their capacity.
• Coordinate with project managers, sector coordinators and external partners to harmonise MEAL activities.
• Represent the organisation in sector MEAL working groups and liaise with camp management.

Required profile

• Minimum 7 years of experience in monitoring, evaluation, accountability and learning within humanitarian or development programmes.
• Proven experience designing MEAL systems for large‑scale refugee or emergency projects.
• Strong understanding of donor compliance, especially ECHO requirements.
• Excellent analytical and report‑writing skills.
• Ability to mentor staff and facilitate capacity‑building activities.
