Senior MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The Senior MEAL Officer will provide expert technical leadership for the ECHO‑funded project in Mantapala Refugee Settlement, ensuring that monitoring, evaluation, accountability and learning systems generate high‑quality evidence and drive adaptive management.

Key responsibilities

• Design and oversee MEAL systems that meet ECHO compliance standards.
• Conduct advanced data analysis and produce high‑level reports, evaluations and learning agendas.
• Provide technical support to the Crisis Modifier mechanism.
• Mentor and supervise MEAL officers and enumerators, building capacity across the team.
• Advise senior management on MEAL strategy, findings and recommendations.
• Represent Action Against Hunger in sector MEAL working groups and coordinate with partner INGOs and UN agencies on harmonisation.

Required profile

• Extensive experience in monitoring, evaluation, accountability and learning within humanitarian or development programmes.
• Proven ability to lead complex evaluations and integrate learning into programme adaptation.
• Strong understanding of ECHO standards and humanitarian reporting requirements.
• Excellent communication skills to liaise with donors, partners and camp management.
