Senior MEAL Officer – Monitoring, Evaluation & Learning

About the role

The Senior MEAL Officer will provide expert technical leadership for the ECHO‑funded project in Mantapala Refugee Settlement, ensuring that monitoring, evaluation, accountability and learning systems generate high‑quality evidence and drive adaptive management.

Key responsibilities

• Design and oversee MEAL systems that meet ECHO compliance standards.
• Conduct advanced data analysis and produce high‑level reports, evaluations and learning agendas.
• Provide technical support to the Crisis Modifier mechanism.
• Mentor and build capacity of MEAL officers, enumerators and program staff.
• Collaborate with project managers, sector coordinators and external partners (UN agencies, INGOs) to harmonise MEAL approaches.
• Represent Action Against Hunger in sector MEAL working groups and advise senior management on findings.

Required profile

• Extensive experience in monitoring, evaluation, accountability and learning within humanitarian or development contexts.
• Proven ability to lead complex evaluations and integrate learning into program adaptation.
• Strong mentorship and capacity‑building skills for multidisciplinary teams.
• Familiarity with ECHO compliance requirements and crisis‑modifier mechanisms.
