Director – Licensing & Compliance Services

About the role

The Zambia Environmental Management Agency (ZEMA) is seeking a visionary and experienced Zambian citizen to lead its Licensing & Compliance Services Directorate. Reporting to the Director General, the role provides strategic direction and operational oversight to ensure the agency fulfills its mandate under the Environmental Management Act.

Key responsibilities

• Supervise the Directorate and provide policy and strategic guidance.
• Review environmental licence applications and related correspondence.
• Develop and update strategic plans, policies, and operational procedures for the Directorate.
• Represent the Directorate at senior management and board committee meetings.
• Prepare, monitor and report on departmental performance, budgets and risk registers.
• Lead investigations, delegations and manage environmental emergencies and complaints.
• Oversee the Directorate’s performance management system and resource utilisation.
• Provide guidance on Zambia’s international environmental obligations.

Required profile

• Grade 12 certificate or equivalent.
• University degree in Natural Sciences, Environmental Management or a related field.
• Master’s degree or postgraduate qualification in Environmental Management, Public Policy, Regulation or a related discipline is an advantage.
• At least eight years of relevant experience, with a minimum of five years in senior management.
• Member of a relevant professional body where applicable.
• Demonstrated experience in public policy, regulation and environmental compliance.
