Regulatory, Importation and Public Procurement Consultant - Zambia

About the role

Sight and Life Foundation seeks a Zambia‑based regulatory, importation and public procurement consultant (or qualified consultancy firm/consortium) to guide the end‑to‑end market entry of UNIMMAP Multiple Micronutrient Supplements (MMS) for pregnant women. The assignment runs from August 2026 to October 2028 and is delivery‑based, with remote work complemented by occasional in‑country meetings.

Key responsibilities

• Determine the legally supportable classification and regulatory pathway for the specific MMS product and presentation.
• Identify all regulatory, technical, documentary, site, laboratory, labeling, import, customs, tariff, tax, and local‑representation requirements.
• Develop a costed, dependency‑based roadmap from assessment through registration, first import and government procurement readiness.
• Prepare, submit and manage the product‑registration dossier, including samples, inspections, testing and queries.
• Assess and support the selection of competent local marketing authorisation holders, regulatory representatives, importers and distributors.
• Document actual timelines, costs, barriers, waivers, precedents and lessons to strengthen the Zambia regulatory roadmap.

Required profile

• Demonstrated expertise in Zambian regulatory affairs and public‑sector procurement for health products.
• Experience managing product registration, importation and customs compliance for nutritional supplements.
• Proven ability to develop detailed, costed implementation plans and to work with government agencies.
• Strong analytical and documentation skills, with capacity to capture and report on barriers and lessons learned.
