Consultant – Policy Reform Facility (Zambia)

About the role

Palladium is building a consultant roster to support the UK‑FCDO funded Policy Reform Facility (PRF) in Zambia (2027‑2031). The roster will provide short‑term (1‑3 weeks) and long‑term (up to 220 days per year) technical assistance to the Zambian government across priority sectors such as agriculture, mining, energy, public finance and climate finance.

Key responsibilities

• Deliver politically‑informed technical assistance to government partners, ensuring timely and within‑budget delivery.
• Conduct policy analysis, design reform proposals and support implementation in your area of expertise.
• Strengthen institutional capacity through stakeholder engagement, coalition building and knowledge transfer.
• Provide monitoring, evaluation, learning and adaptive management to track reform outcomes.
• Collaborate with multidisciplinary teams to integrate cross‑cutting issues such as gender equality, disability inclusion and climate considerations.

Required profile

• Proven experience delivering technical assistance to government agencies in Zambia or comparable contexts.
• Expertise in at least one of the listed domains (e.g., agriculture policy, mining policy, energy reform, public financial management, climate finance, etc.).
• Demonstrated ability to work with national institutions, produce policy‑relevant analysis and achieve measurable results.
• Strong written communication skills in English and ability to produce concise cover letters and CVs as requested.
