International Consultant – Policy/Regulations Economist

About the role

The Global Green Growth Institute seeks an International Consultant – Policy/Regulations Economist to provide expert advice on climate‑responsive policy and regulatory frameworks that support Zambia’s Nationally Determined Contributions and green growth agenda.

Key responsibilities

• Benchmark global best practices and assess existing Zambian policies against international standards, identifying gaps and reform opportunities.
• Provide strategic policy advice, draft and review legislation, regulations and policy instruments, and develop implementation frameworks.
• Conduct economic and regulatory analyses of reform options, including financing implications and institutional requirements.
• Develop methodologies to mainstream climate change and green growth across national, provincial and district development plans.
• Lead capacity‑building workshops, mentor national consultants, and produce policy briefs, technical notes and other knowledge products.

Required profile

• Advanced university degree (Master’s or PhD) in Economics, Public Policy, Law or a related field.
• Proven experience in policy and regulatory analysis, preferably in climate‑change, green growth or sustainable development contexts.
• Demonstrated ability to work with government ministries, development partners and multi‑disciplinary project teams.
