Result Based Technical Specialist (RBM)

About the role

The Result Based Technical Specialist (RBM) will support the Gender Office of the Zambia Police Service (ZPS) in strengthening monitoring, evaluation and reporting on gender equality and mainstreaming. Based in Lusaka, the consultant will work under the Field Support Services Project (FSSP) and collaborate closely with the High Commission of Canada Senior Liaison Officer.

Key responsibilities

• Develop, review, implement, audit and evaluate gender equality frameworks for ZPS directorates.
• Design and pilot monitoring tools to capture gender‑related data.
• Provide capacity‑building workshops and technical assistance to ZPS leadership on RBM principles.
• Prepare periodic gender‑focused monitoring, evaluation and reporting products for donors and stakeholders.
• Support the integration of gender considerations into broader FSSP activities.

Required profile

• Zambian citizenship and residence in Lusaka.
• Fluency in spoken and written English.
• Experience in result‑based management, monitoring and evaluation, preferably in gender‑related programmes.
• Demonstrated ability to work with government agencies and international partners.

Required skills

• Result Based Management (RBM) methodology.
• Monitoring and evaluation (M&E) tool development.
• Gender equality framework design and assessment.
