Consultant – Advocacy Manual for Disability Inclusion in Zambia

About the role

UNICEF is seeking an experienced consultant to develop an advocacy manual that will guide persons with disabilities and Organisations for Persons with Disabilities (OPDs) in Zambia. The manual will serve as a practical, user‑friendly tool to support strategic advocacy, policy influence, and meaningful participation.

Key responsibilities

• Review and update the existing advocacy manual to ensure it reflects current disability legislation, the CRPD and relevant human‑rights frameworks.
• Translate complex legal, policy and technical content into clear, accessible language for diverse disability audiences.
• Engage with OPDs, government bodies, civil‑society partners and development agencies to incorporate their perspectives.
• Produce a final, printable and digital manual that is strategic, inclusive and easy to use.

Required profile

• Master’s degree in communications, public relations, psychology, education, sociology or a related field.
• Minimum 8 years of experience in disability inclusion, disability rights, human rights, social inclusion or public policy.
• Demonstrated experience working with OPDs, government institutions or development partners.
• Professional experience in Zambia or comparable contexts; regional or international exposure is an advantage.

Required skills

• Strong knowledge of disability rights, national disability legislation, the CRPD and related human‑rights frameworks.
• Ability to simplify legal and policy content into plain language for non‑technical audiences.
