MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the design, implementation and continuous improvement of MEAL systems for the ECHO project in Mantapala Refugee Settlement, Zambia. The role ensures real‑time data collection, rigorous analysis, timely reporting and strong community accountability in a complex humanitarian environment.

Key responsibilities

• Develop and operationalize the project MEAL plan, Indicator Tracking Table (ITT) and ECHO‑aligned reporting frameworks.
• Design context‑appropriate data collection tools for health, nutrition, WASH and cash interventions, integrating gender, protection, accountability and inclusion indicators.
• Support digital data collection using Kobo Toolbox, ODK or CommCare and ensure data quality through monitoring and verification.
• Coordinate baseline, mid‑term and end‑line surveys and oversee field enumerators and data collectors.
• Work closely with health, nutrition, WASH, cash & livelihoods teams to translate findings into adaptive program decisions.
• Engage community leaders, camp management and health facility staff to facilitate feedback mechanisms and complaint response.
• Travel up to 60 % within the settlement and host communities for field supervision and data verification.

Required profile

• Proven experience designing and implementing MEAL systems in humanitarian or development contexts.
• Ability to travel extensively in field settings and work with diverse stakeholder groups.
• Strong analytical mindset and capacity to produce timely, evidence‑based reports.
