Consultant for Zambia National Community Health Strategy (2027-2031)

About the role

The Consultant will be embedded within Zambia’s Ministry of Health Community Health Unit to lead the development of the National Community Health Strategy (2027‑2031) and its five‑year costed operational plan. Working closely with government, partners and stakeholders, the role ensures the strategy is evidence‑based, results‑oriented, fully costed and ready for implementation.

Key responsibilities

• Lead the design, formulation and finalisation of the NCHS 2027‑2031 and the accompanying operational plan.
• Conduct extensive consultations with government agencies, donors, NGOs and community representatives.
• Ensure the strategy is technically sound, costed and aligned with national health priorities.
• Produce high‑quality policy documents, cost estimates and investment cases.
• Provide strategic and technical advisory support throughout the consultancy period.

Required profile

• Master’s degree or higher in Public Health, Community Health, Health Systems, Health Policy or a related field.
• Minimum 10 years of progressive experience in health system optimisation, strategy development and costing.
• Proven experience developing health programmes, SOPs and protocols at the national level.
• Experience with Zambian health service delivery and community health landscape is an advantage.
• Fluent English communication skills.
