Consultant – Revise Zambia Shock Responsive Social Protection SOPs

About the role

UNICEF is seeking an experienced consultant to update, validate and finalize Zambia’s Shock Responsive Social Protection (SRSP) Standard Operating Procedures. The assignment will incorporate lessons from recent evaluations and ensure the SOPs provide clear, practical guidance for shock‑responsive cash assistance across all disaster phases.

Key responsibilities

• Revise the SRSP SOPs to make them practical, implementable and aligned with current policies and legislation.
• Ensure the SOPs cover preparedness, early action and emergency response phases.
• Anchor the procedures within government systems, particularly the Social Cash Transfer delivery architecture.
• Integrate recommendations from the two DECT evaluation studies and other implementation lessons.
• Produce guidance suitable for national and sub‑national stakeholders involved in shock‑responsive cash assistance.

Required profile

• Advanced university degree (Master’s or higher) in Social Policy, Public Policy, Development Studies, Disaster Risk Management, Social Development, Economics, Public Administration or a related field.
• Additional certification in social protection systems is an advantage.
• Minimum 7 years of professional experience in social protection, development of SOPs, operational manuals or institutional frameworks.
• Proven experience in disaster risk management, humanitarian cash assistance or adaptive social protection programmes.
• Experience working with government institutions and stakeholders, especially in consultative and co‑development contexts.
• Experience in Sub‑Saharan Africa is preferred.
