Finance and Resource Mapping Advisor for LEAP Global (Zambia)

About the role

Dexis, through its LEAP Global initiative, is seeking a Finance Advisor to support the National HIV/AIDS/STI/TB Council (NAC) in Zambia. The advisor will provide HIV‑specific financial guidance, ensuring budget alignment, cost‑effectiveness, and compliance with U.S. Department of State reporting requirements.

Key responsibilities

• Develop and refine costing, resource‑mapping and financing analyses to support the NAC three‑year strategic projection.
• Guide the NAC on budget alignment with HIV program priorities and strengthen financial tracking and reporting mechanisms.
• Ensure financial compliance with Presidential Executive Order directives on life‑saving humanitarian assistance.
• Prepare monthly financial reports for the U.S. Department of State and coordinate with the NAC finance focal point.
• Support the integration of the National AIDS Strategic Framework (NASF) results framework into financial planning.

Required profile

• Demonstrated experience in public‑sector finance, preferably within health or infectious‑disease programs.
• Strong understanding of budgeting, cost analysis, and financial compliance in donor‑funded environments.
• Ability to work collaboratively with government officials and international partners.
