About the role
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will lead the design, implementation and continuous improvement of MEAL systems for the ECHO project in Mantapala Refugee Settlement, Zambia. Working closely with program teams, the officer ensures real‑time data collection, rigorous analysis, timely reporting and strong community accountability in a complex humanitarian environment.
Key responsibilities
- Develop and operationalise the project MEAL plan, Indicator Tracking Table and ECHO‑aligned reporting frameworks.
- Design context‑appropriate data collection tools for health, nutrition, WASH and cash interventions, integrating gender, protection, accountability and inclusion indicators.
- Manage digital data collection platforms such as Kobo Toolbox, ODK or CommCare, ensuring data quality and security.
- Coordinate baseline, mid‑term and end‑line surveys and oversee field enumerators and data collectors.
- Analyse monitoring data, produce regular dashboards and reports for donors, partners and internal stakeholders.
- Facilitate community feedback mechanisms, complaint response channels and liaison with settlement leaders, camp management and health facilities.
- Support adaptive management by providing evidence‑based recommendations to program teams.
Required profile
- Proven experience in monitoring and evaluation within humanitarian or development projects.
- Ability to travel up to 60 % within the settlement and host communities.
- Strong analytical mindset and capacity to translate data into actionable insights.
- Excellent collaboration skills with program, health, nutrition, WASH and livelihoods teams.
- Familiarity with gender, protection and inclusion considerations in data collection.
