Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the monitoring and evaluation framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships, knowledge exchange and private‑sector engagement across the African space ecosystem.

Key responsibilities

• Develop and operationalise a comprehensive MEL framework, including indicators, baselines, data‑collection protocols and evidence‑consolidation processes.
• Lead the design and execution of impact assessments and results‑based management activities for donor‑funded, multi‑partner programmes.
• Provide technical guidance to programme teams on data collection, analysis and reporting.
• Collaborate with EU and African stakeholders to ensure alignment with programme objectives and funding requirements.
• Continuously refine MEL tools and methodologies based on learning and feedback.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing and operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French and/or Portuguese is an asset.
