Procurement Agent Manager (PAM)

About the role

The Procurement Agent Manager (PAM) will lead and supervise the entire PA team, manage all procurement activities and ensure compliance with MCC and local frameworks. This senior position serves as the main point of contact with the client and interacts regularly with senior government and private‑sector stakeholders.

Key responsibilities

• Lead, mentor and supervise a team of procurement professionals.
• Oversee procurement processes for goods, works and services, ensuring adherence to donor‑funded regulatory frameworks (e.g., MCC, World Bank, ADB).
• Develop, review and approve bidding documents, evaluation reports and contracts.
• Manage large, complex procurements valued around US$5 million.
• Maintain compliance with MCC and local procurement regulations.
• Act as the primary liaison between the client, senior government officials and private‑sector partners.

Required profile

• Bachelor’s degree in Management, Law, Procurement, Engineering, Business, Finance, Public Administration or a related field, OR an internationally recognised procurement certification (e.g., NIGP‑CPP, CPPO, CSCP, MCIPS, CPSM, CPSD).
• Minimum 10 years of public procurement experience in at least two countries.
• Proven experience developing and reviewing procurement documents across all categories.
• Experience managing procurements under at least two donor‑funded frameworks; MCC experience is an advantage.
• Demonstrated ability to lead and supervise a procurement team.
• Fluency in written and spoken English.

Required skills

• Advanced knowledge of public procurement regulations and best practices.
• Experience with donor‑funded procurement frameworks (MCC, World Bank, ADB, etc.).
• Proficiency in Microsoft Office suite.
