About the role
The Procurement Agent Manager (PAM) will lead and supervise the entire procurement team in Zambia, overseeing all procurement activities and ensuring compliance with MCC and local frameworks. This position serves as the main point of contact with the client and drives high‑value, donor‑funded procurements.
Key responsibilities
- Lead, mentor, and manage the PA team to deliver efficient procurement services.
- Oversee procurement processes for goods, works, and services, ensuring alignment with MCC, World Bank, ADB, and other donor regulations.
- Develop and review bidding documents, evaluation reports, and contracts for multiple projects.
- Manage large, complex procurements valued around US$5 million.
- Act as the primary liaison with the client and senior government or private‑sector stakeholders.
Required profile
- Bachelor’s degree in Management, Law, Procurement, Engineering, Business, Finance, Public Administration, or a recognized procurement certification (e.g., NIGP‑CPP, CPPO, MCIPS, CPSM).
- Minimum 10 years of public procurement experience across at least two countries.
- Proven experience on at least two projects developing/reviewing procurement documents for all categories.
- Experience managing procurements under two or more donor‑funded regulatory frameworks; MCC experience is a plus.
- Demonstrated leadership of a procurement team (PAM or equivalent).
- Fluency in written and spoken English.
- Track record of interacting with senior government officials and private‑sector entities.
Required skills
- Advanced knowledge of public procurement regulations and best practices.
- Expertise in drafting and reviewing solicitation, evaluation, and contract documents for goods, works, and services.
- Familiarity with donor‑funded procurement frameworks (MCC, World Bank, ADB, etc.).
- Strong ability to engage senior‑level stakeholders.
- Proficiency with the Microsoft Office suite.
