Senior MEAL Officer – Monitoring, Evaluation & Learning

About the role

The Senior MEAL Officer will provide technical leadership for the ECHO‑funded project in Mantapala Refugee Settlement, ensuring that monitoring, evaluation, accountability and learning systems generate high‑quality evidence and drive adaptive management.

Key responsibilities

• Design and oversee MEAL systems that meet ECHO compliance standards.
• Conduct advanced data analysis and produce high‑level reports, evaluations and learning agendas.
• Provide technical support to the Crisis Modifier mechanism.
• Mentor and supervise MEAL Officers and Enumerators, building capacity across the team.
• Collaborate with project coordinators (Health & Nutrition, WASH, Cash & Livelihoods) and safeguard leads.
• Engage with ECHO technical monitors, partner INGOs and UN agencies (UNHCR, WFP) to harmonise MEAL approaches.
• Represent Action Against Hunger in sector MEAL working groups and liaise with camp management.

Required profile

• Extensive experience in monitoring, evaluation, accountability and learning within humanitarian or development programmes.
• Proven ability to lead system design, data analysis and complex evaluations.
• Strong understanding of ECHO compliance and reporting requirements.
• Demonstrated capacity to mentor staff and integrate learning into programme adaptation.
