Deputy Director of Programs – Global Surge

About the role

The International Rescue Committee (IRC) is seeking a Deputy Director of Programs for its Global Surge Team. This senior position provides strategic leadership, decision‑making, and coordination for short‑term humanitarian deployments of up to three months, ensuring high‑quality program design and implementation.

Key responsibilities

• Co‑lead development and execution of the IRC Strategy Action Plan (SAP) with the Country Director.
• Align program activities with SAP priorities and outcome strategies, overseeing planning, design, and internal communications.
• Design and implement the Country Business Development Plan, including donor mapping and communication strategies.
• Support grant and MEAL leads to produce compliant, needs‑based proposals and ensure timely delivery of concept notes, proposals, and donor reports.
• Supervise Technical Coordinators, Senior Program Coordinator for protection, and Senior Coordinator for Grants & Accountability.
• Integrate gender equality considerations into program design and delivery.

Required profile

• Proven experience leading multi‑disciplinary humanitarian programs.
• Strong ability to motivate diverse teams and manage partnerships and budgets.
• Experience working with senior management and regional support structures.
