International Waste Sector MRV Consultant

About the role

The Global Green Growth Institute (GGGI) seeks an experienced consultant to lead the development and operationalisation of a Measurement, Reporting and Verification (MRV) system for the waste sector in Zambia. The role is home‑based with periodic missions to Zambia to engage stakeholders and support implementation.

Key responsibilities

• Develop a comprehensive stakeholder map covering public institutions, private sector, CSOs, academia and international partners.
• Facilitate the creation of a Waste Sector Working Group and lead a participatory gaps assessment.
• Design and implement an action plan for MRV system operationalisation, aligned with ETF Guidelines and IPCC methodologies.
• Define reporting formats, methodologies, definitions and timetables; coordinate data collection between ministries and agencies.
• Prepare sector‑specific GHG data collection protocols and a capacity‑building plan.
• Design and institutionalise a waste‑sector data management framework, overseeing data collection, processing and validation.
• Implement QA/QC measures in line with IPCC and ETF requirements.
• Develop a roadmap for transitioning to Tier 2 and higher‑tier methodologies.
• Provide technical mentorship, conduct training sessions on data management, IPCC software, uncertainty assessment and reporting requirements.
• Serve as the main technical MRV expert for the IPPU sector, supporting project monitoring and reporting.

Required profile

• Advanced degree in environmental science, climate change, waste management or a related field.
• Proven experience in MRV system design and implementation for greenhouse gas inventories.
• Strong knowledge of IPCC guidelines, ETF reporting standards and Tiered methodologies.
• Demonstrated ability to work with multi‑stakeholder groups and lead capacity‑building initiatives.
